Disaster Management Consulting firm that specializes in assisting communities in all 50
States and Territories that have been devastated by a catastrophic event that has depleted
local resources with the urgent need to act without any valuable time to spare.
ARC is a Woman Owned Business, made up with a team of disaster response and recovery
leadership experts with a combined 150 plus years of proven experience helping
communities recover and rebuild after a major natural disaster.

Our goal is to expedite the execution of recovery projects by leveraging ARC’s Project Task Order Authority, Logistics and Immediate Financial Support.

ARC Leadership
ARC staff brings more than 125+ combined years of experience specific to the management of FEMA disaster recovery programs, including FEMA Public Assistance (PA) and Sections 404 and 406 Hazard Mitigation. Having cataloged more than 100,000 FEMA PA projects, ARC’s team of professional disaster recovery experts have a complete understanding of all laws, regulations, and policies as set forth by the Robert T Stafford Act, 2 Code of Federal Regulations (C.F.R.) § 200, 44 C.F.R., and FEMA Public Assistance Program and Policy Guide (PAPPG). Our team is adept at maximizing the recovery effort within these programs. ARC has been able to maximize our client’s ability to use the Direct Administrative Cost (DAC)/Management Cost to reduce the burden of costs associated with managing the recovery program. ARC tracks all costs associated with the recovery as required by FEMA policy. We track the level of effort as it relates to the projects (i.e., direct costs versus indirect costs) to maximize reimbursements for our clients.

President
Mr. Altman is President of Alternative Recovery Consulting, LLC, a certified Project Management Professional (PMP), past FEMA Public Assistance Infrastructure Branch Director with over 45 years of leadership experience and has managed and implemented disaster planning and recovery program management for public and private sector clients. Having worked on over 70 major disasters across the United States, Puerto Rico and US Virgin Islands. Mr. Altman has in-depth expertise in all phases of disaster management: planning, preparedness, hazard mitigation, wildfire management, response and recovery programs, post- disaster redevelopment planning, audit compliance, process improvement, quality assurance, business development, resiliency planning, critical infrastructure restoration and resiliency CDBG Disaster Recovery, Fire Management Assistance Grant Program (FMAG), and the National Flood Insurance Program.
Hernando A. Cruz, AIC
Director, Strategic Response
Hernando a graduate of UCONN with a postgraduate degree from the Insurance Institute of America, is a Court qualified storm damage assessment expert witness, former General Adjuster serving the National Flood Insurance Program is a dynamic leader with extensive experience in Commercial and Residential insurance property claims having served in both sides of the fence, natural disaster response, and strategic planning. With 42 years of expertise, he has guided organizations through high-stakes scenarios, including catastrophic events, by designing and executing effective response strategies that ensure business continuity and customer support. A co-author of ARC’s Blue Ocean Strategy implementation, Hernando has a proven ability to identify innovative solutions and untapped opportunities, driving operational excellence and sustainable growth from a unique and extraordinary perspective. He is passionate about fostering resilience through immediate critical emergency response solutions, mitigating risks, and delivering proactive storm hardening strategies that help organizations navigate the complexities of natural disaster recovery and beyond.

This means that FEMA will fund 100% of the cost of debris removal and lifesaving and life sustaining activities the state and local governments take—including fire suppression efforts —as they work to save lives.
